Call for Papers (Vol. 2, Issue 1)

Theme: Artificial Intelligence and Emerging Technologies: Power, Governance, and the Global Order

About the Issue

This issue explores the rapidly expanding role of artificial intelligence and emerging technologies in shaping power, governance, security, and social life at national, regional, and global levels. As technologies increasingly influence how states govern, economies function, and societies interact, they are no longer merely technical tools but deeply political forces.

The issue invites critical, policy-oriented, and theoretical contributions that examine how emerging technologies reconfigure authority, accountability, and justice in the contemporary world. Particular attention is encouraged toward Global South perspectives, comparative approaches, and interdisciplinary analyses that connect technology with international relations, public policy, security studies, political economy, and social theory.

By bringing together diverse scholarly voices, the issue seeks to foster a nuanced understanding of technology not as an inevitable force, but as a domain shaped by political choices, institutional design, and societal values.

Suggested Sub-Themes, but are not limited to:

  • Emerging technologies and global/regional power dynamics: Analyses of how artificial intelligence and other emerging technologies reshape global and regional power structures, alter strategic competition, and redistribute influence among states, regions, and non-state actors.

  • Technology, Governance, and Public Policy: Studies examining the role of governments in designing, regulating, and deploying emerging technologies, including national strategies, public-sector innovation, and technology as a tool of state capacity.

  • Ethics, Regulation, and Accountability in the Digital Age: Contributions addressing ethical challenges posed by AI and digital systems, regulatory responses across jurisdictions, and questions of responsibility, transparency, and oversight in technologically mediated decision-making.

  • Technology and International Relations: Research exploring technology as a factor in diplomacy, foreign policy, global governance, and international cooperation and conflict, including debates on digital sovereignty and interdependence.

  • Security, Surveillance, and Digital Conflict: Investigations into the security implications of emerging technologies, including military applications of AI, surveillance infrastructures, cybersecurity, and the changing nature of conflict in the digital domain.

  • Digital Economy, Platforms, and Political Power: Capitalism, with attention to corporate power, regulation, and state-market relations.

  • Technology and Society, Democracy, and Social Justice: Studies focusing on the social consequences of technological change, including impacts on democratic processes, inequality, inclusion and exclusion, bias, and questions of justice and rights.

  • Global South Perspectives on Technological Change: Contributions centring experiences, challenges, and alternatives from the Global South, including development pathways, digital dependency, capacity-building, and non-Western models of technological governance.

Submission Categories

  • Research Articles: 4,000–6,000 words
  • Short Papers / Policy Commentaries: 2,000–3,000 words
  • Book Reviews: 800–1,200 words
  • Student Corner Essays: 800–1,500 words

Formatting & Style Guidelines

  • File Format: MS Word (.docx)
  • Font: Times New Roman, size 12, double-spaced, justified
  • Referencing Style: APA 7th edition (in-text citations + reference list)

Note: Authors preferring Chicago (Notes & Bibliography) may indicate so in their submission email.

      • Plagiarism: The similarity index must not exceed 10%, verified by Turnitin or equivalent software.
      • Anonymity: Authors must submit
        1. An anonymized manuscript (without name, affiliation, or acknowledgments)
        2. A separate title page containing:
          • Full name(s) and institutional affiliation(s)
          • ORCID ID (recommended)
          • Contact email and mobile number
          • Abstract (150–200 words) and 4–6 keywords

Peer-Review & Editorial Process

All submissions undergo a double-blind peer-review process following an initial editorial screening for relevance, originality, and quality.
The typical review period is 3–4 weeks, after which authors receive an editorial decision:

  • Accepted without revision
  • Accepted with minor/major revisions
  • Rejected (with feedback, where possible)

Accepted manuscripts are edited for clarity, consistency, and formatting before publication.
